Affidavit of Secretary, Haryana Public Service Commission,
Panchkula alongwith document, Annexure R-1, are taken on record.

Present petition has been filed by the petitioner, praying for
quashing the action of Government of Haryana by which Guest Lecturers are engaged on contract basis in different Colleges of Haryana, which
appointments are extended every year without filling up the vacant posts on
regular basis.
On notice issued to the respondents, separate replies have been
filed by them. As per the stand of the Government, requisition for filling up
1396 sanctioned posts of Assistant Professors in various subjects has been
sent on 29.11.2013.
On 20.1.2014, when the case was taken up for hearing, a
direction was issued to the Haryana Public Service Commission to file an
affidavit, giving therein the time schedule within which the process of
selection to the above mentioned posts of Assistant Professors shall be
completed. In compliance with the said order, affidavit dated 3.2.2014 has
been filed by Sh.I.C.Sangwan, Secretary, Haryana Public Service
Commission,Panchkula. In the said affidavit, it has been stated that
Advertisement No.7 has been published in the newspaper on 24.1.2014 for
recruitment to 1396 temporary posts of Assistant Professors (College
Cadre), HES II in various subjects ini Higher Education Department,
Haryana. The last date for receipt of applications is 21.2.2014. Keeping in
view the large number of seats and the likely receipt of large number of
applications, the Commission has prayed for time of atleast 7 to 8 months.
In para 7 of the affidavit, it has been stated as under:-
“7. That it is most humbly submitted that process of selection of
the aforesaid 1396 posts of Assistant Professor (College
Cadre) HES II in various subjects in Higher Education
Department Haryana is likely to be completed in or about the last week of October 2014. Thereafter recommendations shall
be made to the State Government in the Department of Higher
Education Haryana for giving appointments to the selected candidates.”
In the light of the above affidavit, it is apparent that the process
of finalisation of selection would be completed by October 2014 and the
recommendations would be made.
Direction accordingly is issued to the Haryana Public Service
Commission, Panchkula-respondent No.3 to make the recommendations by
15.11.2014. Respondent-State shall thereafter proceed to complete the
process of appointment on the posts, where the candidates would be
recommended by 31.12.2014.
With the above directions, the writ petition stands disposed of.
